Dr Rowan Martin-Hughes: HIV Aid Funding Cuts

In January 2025, the Trump administration paused all United States foreign aid spending, which will have a significant ripple effect. The United States is the single biggest donor to global HIV programs, and its support, through a program called PEPFAR, has helped save millions of lives in low—and middle-income countries.

But the United States is not alone. The United Kingdom, France, Germany and the Netherlands have also announced up to 70% cuts to their foreign aid budgets. Together, this could mean a 24% drop in global HIV spending and a potential public health disaster.

A new study from the Burnet Institute warns that this could lead to over 10 million extra infections and almost 3 million deaths by 2030.
