Surcharges: what are the rules and how can we minimise them?

With the closure of bank branches and ATM fees, it’s a lot easier to pay for our purchases using either a Debit or Credit card.  It’s also a lot easier to be charged a surcharge when we go to the register to pay.

What are the rules behind these fees and why have they crept in all of a sudden?
