Regina Jefferies – Who decides who can leave and enter Australia?

Regina Jefferies @ReginaJefferies joins us from the Kaldor Centre for International Refugee Law. What are the rules at the moment for entering and leaving Australia? We hear the borders are closed, but the numbers show that some people are leaving and entering regularly. Why is this so?
